There should be a kind of 'power level' for each factions, based on number of ships, colonies and bases, because while bullying the newcomer is a test by fire, once you develop enough of your fleet that fighting means immediate loss, the other factions should pull back from their "Punitive Raid" Mechanic and just chill for a bit increasing their fighting force.
